The Giga-Region
Introduction
The Giga-Region is an ambiitous project to design encounters and encounter tables for every single Pokémon ever. Using The World of Pokémon as a source of inspiration, habitat lists, and behavior dossiers, I hope to get as close as possible to either creating one huge region where every Pokémon can be discovered one way or another, or to just make something Game Masters can pick and choose from to design their own.
Tiers
An important factor to consider when creating or rolling encounters for your players -- even before selecting the environment they're exploring -- is the Tier of strength and rarity the Pokémon species they find should occupy, in relation to their own strength. Although any Pokémon can be powerful, the truth is that some species are stronger than others, and as such there are some that shouldn't be often found by characters without the appropriate level of experience. That isn't to say that your newest players should be drowning in Rattata and Pidgey, but a Trainer who has just gotten their first Pokémon shouldn't be encountering a Charizard on their first foray into the wilderness. A good Game Master knows how to balance.
Each Pokémon species that can be found in the wild fits into one of five Tiers, ranging from 1 (very weak/very common, like Caterpie) to 5 (very strong/very rare, like Venusaur). A sixth Tier may exist, encompassing legendary or otherwise unique Pokémon such as Mew, but inclusion of this Tier in your game is entirely optional.
The Tiers at which player characters encounter Pokémon species roughly correspond to their own power level. Sometimes, however, they may encounter stronger species, according to the following table. Feel free to adjust as you wish.

Browse Pokémon families by the type of environment they inhabit, regardless of region. Sometimes a Pokémon family will exist in multiple habitats at once.
